Furthermore, infrastructure improvements, development aid, government operations, and other costs will be a multi-billion drain — as much as $4.5 billion per year, according to Russia's economic development minister — on Russia's already strained budget.

Crimea's only territorial connection to the Eurasian landmass is through a narrow strip of land leading to Ukraine, which until recently served as a conduit for 90 percent of Crimea's electricity, 90 percent of its water, and two-thirds of its natural gas.

Hruščev=Ukrajinc
Stalin = Gruzijc

Še traja: Minsk talks don't have time limits, resumed again. Later today Merkel, Hollande, Poroshenko need to be in Brussels for EuCo meeting

Mr Poroshenko told AFP: "Unfortunately there's no good news yet. There are conditions that I consider unacceptable" being posed by Russia, he said, declining to elaborate.

Alexander Zakharchenko and Igor Plotnitsky, the leaders of the self proclaimed Donetsk and Luhansk People's Republics, are in Minsk where they are attending a meeting of a multilateral "contact group," but are not party to the talks between Mr Putin and Mr Poroshenko.

Earlier this morning Vladislav Surkov, a close adviser to Vladimir Putin, was seen leaving Independence Palace, where the talks are taking place. Russian journalists said he had been dispatched to inform Mr Zakharchenko and Mr Plotnitsky of the details of the deal agreed by the four leaders.

Ima novca:

The International Monetary Fund and conflict-torn Ukraine have reached a preliminary deal on a new financial rescue plan worth $17.5 billion dollars, the organisation's chief Christine Lagarde said on Thursday, AFP reports.

"I am pleased to announce that the IMF team working in Kiev has concluded a staff-level agreement with the Ukrainian government on a new economic reform programme that would be supported by an extended fund facility of about $17.5 billion (15.5 billion euros) from the IMF," she told a news conference in Brussels.

Ukraine wants a return to the ceasefire line agreed under the original Minsk agreement in September. But Mr Putin wants today's deal to recognise recent rebel gains, which effectively means asking Ukraine to surrender more territory.

Facts on the ground favour the Russian position. The separatist's offensive has lost some momentum in recent days, but they still have the advantage on the battlefield and there is no sign of a Ukrainian counter-offensive that could recover lost ground. If they and Mr Putin refuse to give up their gains, there isn't much Mr Poroshenko can do about it.

"Much has been made in the media about the Ukrainian government, if there is such a thing, 'invoking' the Budapest Memorandum as if it were a real military treaty. As I've pointed out much in the comments, this is false. It is not a treaty, has no effect of law that binds the United States to anything. It is merely a statement of diplomatic policy that continues at the whim of the consensus of the leaders that are party to it."
